Chip is the son of Tom Delaney, the mayor of a small suburban town called Sunnyville. The team was stopped there as part of Dr. Pretorius's evil plot. But before Pretorius's scheme was put into play, the team had some downtime in the small town, to wander around and take in the sights. Wildwing chose to play a little hockey with Chip, who was an All-State junior team member at the time.

Chip's devotion to the sport sparked a memory in Wildwing, of his best friend Canard, who had been lost in dimensional limbo. Unfortunately, the two didn't have long to get to know each other, as shortly thereafter the veil of peace over the town was lifted.
